Narrative:
While level at FL250, awaiting higher, center issued routine TA at 2-3 O'clock, FL260, about 5 mi, 2 military fgt's. Shortly thereafter, our TCASII issued a TA, concurrent with a yellow caution display on the radar of the targets off our right. At this same time, center called and asked if we had a visual on the fgt's at which time we saw them off our right coming towards us. This was immediately followed by a TCASII descend command at which time the radar displayed the fgt's as only 400 ft above us with range less than 3 mi. We advised center that we were descending from FL250 and were immediately given clearance to FL240. Subsequent telephone conversation with washington ARTCC revealed that the fgt's apparently were using us for a practice 'lock-on' of their weapons system and somehow left their assigned altitude.

Title: POTENTIAL CONFLICT ENSUES WHEN 2 MIL FGT'S LOCK WEAPONS TRACKING SYS ON TO ACR MLG. FGT'S LEAVE ASSIGNED ALT IN ALTDEV ALT EXCURSION.
Narrative: WHILE LEVEL AT FL250, AWAITING HIGHER, CENTER ISSUED ROUTINE TA AT 2-3 O'CLOCK, FL260, ABOUT 5 MI, 2 MIL FGT'S. SHORTLY THEREAFTER, OUR TCASII ISSUED A TA, CONCURRENT WITH A YELLOW CAUTION DISPLAY ON THE RADAR OF THE TARGETS OFF OUR R. AT THIS SAME TIME, CENTER CALLED AND ASKED IF WE HAD A VISUAL ON THE FGT'S AT WHICH TIME WE SAW THEM OFF OUR R COMING TOWARDS US. THIS WAS IMMEDIATELY FOLLOWED BY A TCASII DSND COMMAND AT WHICH TIME THE RADAR DISPLAYED THE FGT'S AS ONLY 400 FT ABOVE US WITH RANGE LESS THAN 3 MI. WE ADVISED CENTER THAT WE WERE DSNDING FROM FL250 AND WERE IMMEDIATELY GIVEN CLRNC TO FL240. SUBSEQUENT TELEPHONE CONVERSATION WITH WASHINGTON ARTCC REVEALED THAT THE FGT'S APPARENTLY WERE USING US FOR A PRACTICE 'LOCK-ON' OF THEIR WEAPONS SYS AND SOMEHOW LEFT THEIR ASSIGNED ALT.
