Narrative:
While on a VFR climb out of philadelphia, en route to bridgeport, ct, an large transport reported to new york center that he almost 'ran over an light transport' -- me. As I looked out my left window and low I saw the large transport passing under me. Although I was VFR I did have my mode C on. The controller should have informed the large transport that I was at 12 O'clock and climbing. At this particular location washington center and new york center meet, and I believe that no one in that area will accept responsibility for a VFR target.

Title: CLOSE PROX COMMUTER-LTT ACR-LGT NEAR RBV VOR.
Narrative: WHILE ON A VFR CLB OUT OF PHILADELPHIA, ENRTE TO BRIDGEPORT, CT, AN LGT RPTED TO NEW YORK CENTER THAT HE ALMOST 'RAN OVER AN LTT' -- ME. AS I LOOKED OUT MY L WINDOW AND LOW I SAW THE LGT PASSING UNDER ME. ALTHOUGH I WAS VFR I DID HAVE MY MODE C ON. THE CTLR SHOULD HAVE INFORMED THE LGT THAT I WAS AT 12 O'CLOCK AND CLBING. AT THIS PARTICULAR LOCATION WASHINGTON CENTER AND NEW YORK CENTER MEET, AND I BELIEVE THAT NO ONE IN THAT AREA WILL ACCEPT RESPONSIBILITY FOR A VFR TARGET.
