Narrative:
Departed mke with trw's and rainshowers to the south, west and east. Took off to the north and climbed out over lake michigan on a north easterly heading (about 060 degree). Between lines of thunderstorms on each side of us. Cleared to FL190 by chicago center; then cleared to FL200. We were making minor heading changes to avoid smaller buildups when we entered moderate plus turbulence at the same time we were leveling at FL200. We overshot the altitude by 700 ft (20700) before getting it stopped and back down to 20000 ft. At the same time center cleared us to FL220, and then said no to go back down to previous clearance of FL200 and said to us that we were at 20700 ft. We told him about the turbulence and WX problems. Because of the moderate to severe turbulence we overshot our altitude assignment by 700 ft. Frequency congestion, WX deviations and confusion added to the problem. Supplemental information from acn 188755. We had TCAS, no RA and it took 1 1/2 min before traffic came onto TCAS.

Title: ACR LGT ALT DEV OVERSHOT IN TSTM ACTIVITY.
Narrative: DEPARTED MKE WITH TRW'S AND RAINSHOWERS TO THE S, W AND E. TOOK OFF TO THE N AND CLBED OUT OVER LAKE MICHIGAN ON A N EASTERLY HDG (ABOUT 060 DEG). BTWN LINES OF TSTMS ON EACH SIDE OF US. CLRED TO FL190 BY CHICAGO CENTER; THEN CLRED TO FL200. WE WERE MAKING MINOR HDG CHANGES TO AVOID SMALLER BUILDUPS WHEN WE ENTERED MODERATE PLUS TURB AT THE SAME TIME WE WERE LEVELING AT FL200. WE OVERSHOT THE ALT BY 700 FT (20700) BEFORE GETTING IT STOPPED AND BACK DOWN TO 20000 FT. AT THE SAME TIME CENTER CLRED US TO FL220, AND THEN SAID NO TO GO BACK DOWN TO PREVIOUS CLRNC OF FL200 AND SAID TO US THAT WE WERE AT 20700 FT. WE TOLD HIM ABOUT THE TURB AND WX PROBLEMS. BECAUSE OF THE MODERATE TO SEVERE TURB WE OVERSHOT OUR ALT ASSIGNMENT BY 700 FT. FREQ CONGESTION, WX DEVS AND CONFUSION ADDED TO THE PROBLEM. SUPPLEMENTAL INFO FROM ACN 188755. WE HAD TCAS, NO RA AND IT TOOK 1 1/2 MIN BEFORE TFC CAME ONTO TCAS.
