Narrative:
Received TCASII 'TA' due to atl departure traffic at 10000 ft (1000 ft below us) while about 25 DME from atl VOR. We visually saw aircraft and were well clear. A few mins later, at 232 degree/15 DME, we received TCASII 'RA' to 'climb, climb.' we advised atl approach control of 'RA' and that we were complying with TCASII RA. They stated they had no traffic in our vicinity and were upset at our climb to 11400 ft (at 11400 ft TCASII stated 'clear of conflict' and we descended back to 11000 ft). We did not see 'intruder' on scope or visually.

Title: FLC OF MLG HAD TCASII RA AT 11000 IN ATL TCA, EXCURSIONED TO 11400 TO CLR RA. CTLR ADVISED NO TFC ON HIS SCOPE IN THAT AREA.
Narrative: RECEIVED TCASII 'TA' DUE TO ATL DEP TFC AT 10000 FT (1000 FT BELOW US) WHILE ABOUT 25 DME FROM ATL VOR. WE VISUALLY SAW ACFT AND WERE WELL CLR. A FEW MINS LATER, AT 232 DEG/15 DME, WE RECEIVED TCASII 'RA' TO 'CLB, CLB.' WE ADVISED ATL APCH CTL OF 'RA' AND THAT WE WERE COMPLYING WITH TCASII RA. THEY STATED THEY HAD NO TFC IN OUR VICINITY AND WERE UPSET AT OUR CLB TO 11400 FT (AT 11400 FT TCASII STATED 'CLR OF CONFLICT' AND WE DSNDED BACK TO 11000 FT). WE DID NOT SEE 'INTRUDER' ON SCOPE OR VISUALLY.
