Narrative:
Being vectored by ARTCC for rbv, north of V268. Had been on heading 180 degree assigned. Cleared to FL190 and turn right to heading 280, 'vectors for robbinsville'. ARTCC advised eastbound traffic at 17500 in 1 O'clock position. TCASII did not show traffic until we were about 250 degree and TCASII advised 'traffic, traffic'. Range was about 3 or 4 mi. Continuing our turn and climb (it appeared the traffic would probably pass north of us from observing TCASII screen). As we searched visually (to no avail) TCASII issued an RA to 'reduce climb'. We had been climbing at 3000 FPM (approximately). As I began to level at about 17000 ft, TCASII increase the RA to 'descend now' and commanded a 1000 FPM descent. I began to descend and as quickly as the vertical speed indicator got to 1000 down, the TCASII issued 'cleared of conflict'. We continued back to FL190, reestablished the turn to 280. ARTCC was advised of the entire occurrence. Neither pilot ever saw the traffic, although conditions were mostly VMC.

ARTCC ADVISED EBOUND TFC AT 17500 IN 1 O'CLOCK POS. TCASII DID NOT SHOW TFC UNTIL WE WERE ABOUT 250 DEG AND TCASII ADVISED 'TFC, TFC'. RANGE WAS ABOUT 3 OR 4 MI. CONTINUING OUR TURN AND CLB (IT APPEARED THE TFC WOULD PROBABLY PASS N OF US FROM OBSERVING TCASII SCREEN). AS WE SEARCHED VISUALLY (TO NO AVAIL) TCASII ISSUED AN RA TO 'REDUCE CLB'. WE HAD BEEN CLBING AT 3000 FPM (APPROX). AS I BEGAN TO LEVEL AT ABOUT 17000 FT, TCASII INCREASE THE RA TO 'DSND NOW' AND COMMANDED A 1000 FPM DSCNT. I BEGAN TO DSND AND AS QUICKLY AS THE VERT SPD INDICATOR GOT TO 1000 DOWN, THE TCASII ISSUED 'CLRED OF CONFLICT'. WE CONTINUED BACK TO FL190, REESTABLISHED THE TURN TO 280. ARTCC WAS ADVISED OF THE ENTIRE OCCURRENCE. NEITHER PLT EVER SAW THE TFC, ALTHOUGH CONDITIONS WERE MOSTLY VMC.
