Narrative:
Ground agents were cleaning our windshields while other ramp agents cleared us to start our engines. Aircraft was chocked, parking brake was set, and my feet were on the brakes. An airport safety person observed incident and felt it was dangerous. He wrote a report and submitted it to FAA. Felt that there was a threat to agent or platform cleaning windshield even though agent was 10-12 ft from propeller. Supplemental information from acn 189244: I would like to state again that this was a controled situation and there was full coordination between the 5 persons involved. At no time did I feel that there was something about the event described here that was unsafe. Mr. X told me that he had witnessed the whole event. He also felt that this event was done in full coordination by the persons involved and that after talking with his ramp agents, he was not going to take further action.

Title: ARPT SAFETY PERSON COMPLAINT THAT SAFETY WAS COMPROMISED WHEN THE FLC STARTED ACFT ENGS AS CGP WAS CLEANING THE WINDSHIELD.
Narrative: GND AGENTS WERE CLEANING OUR WINDSHIELDS WHILE OTHER RAMP AGENTS CLRED US TO START OUR ENGS. ACFT WAS CHOCKED, PARKING BRAKE WAS SET, AND MY FEET WERE ON THE BRAKES. AN ARPT SAFETY PERSON OBSERVED INCIDENT AND FELT IT WAS DANGEROUS. HE WROTE A RPT AND SUBMITTED IT TO FAA. FELT THAT THERE WAS A THREAT TO AGENT OR PLATFORM CLEANING WINDSHIELD EVEN THOUGH AGENT WAS 10-12 FT FROM PROP. SUPPLEMENTAL INFO FROM ACN 189244: I WOULD LIKE TO STATE AGAIN THAT THIS WAS A CTLED SITUATION AND THERE WAS FULL COORD BTWN THE 5 PERSONS INVOLVED. AT NO TIME DID I FEEL THAT THERE WAS SOMETHING ABOUT THE EVENT DESCRIBED HERE THAT WAS UNSAFE. MR. X TOLD ME THAT HE HAD WITNESSED THE WHOLE EVENT. HE ALSO FELT THAT THIS EVENT WAS DONE IN FULL COORD BY THE PERSONS INVOLVED AND THAT AFTER TALKING WITH HIS RAMP AGENTS, HE WAS NOT GOING TO TAKE FURTHER ACTION.
