Narrative:
Air carrier X had changed departure point from abr to aty, strip was marked by abr being crossed out, aty written in and circled in red. Aircraft departed, noticed strip circled in red, thought air carrier X departure time was already entered in computer, when actually it wasn't. Attention diverted by other aircraft. Departure time never entered in computer. Aircraft subsequently penetrated next sector without departure time forwarded. Beacon code noticed by next sector, calls were initiated and aircraft idented. Supplemental information from acn 189348: a controller working a sector adjacent to mine apparently issued an IFR clearance to an air carrier and did not depart the aircraft in the computer. Subsequently the aircraft limited data block showed up on my radar scope and because it was squawking a center code, I looked in the computer for the code and found the airplane flight plan but it had not been departed. I do not think the other controller was busy, but I am not sure due to that sector being in the other row. After calling for the particular aircraft in the blind and notifying the supervisor on duty the aircraft eventually came on frequency and wondered if he should be on my frequency and I told him to identify and he told me he had been given an IFR clearance.

Narrative: ACR X HAD CHANGED DEP POINT FROM ABR TO ATY, STRIP WAS MARKED BY ABR BEING CROSSED OUT, ATY WRITTEN IN AND CIRCLED IN RED. ACFT DEPARTED, NOTICED STRIP CIRCLED IN RED, THOUGHT ACR X DEP TIME WAS ALREADY ENTERED IN COMPUTER, WHEN ACTUALLY IT WASN'T. ATTN DIVERTED BY OTHER ACFT. DEP TIME NEVER ENTERED IN COMPUTER. ACFT SUBSEQUENTLY PENETRATED NEXT SECTOR WITHOUT DEP TIME FORWARDED. BEACON CODE NOTICED BY NEXT SECTOR, CALLS WERE INITIATED AND ACFT IDENTED.
