Narrative:
When we reached the end of the runway for takeoff there was another air carrier flight holding #1 and an emergency flight on about a 10 mi final. Tower cleared that large transport for takeoff and cleared us 'on to hold, expect an immediate.' the large transport taxied on to the runway and then sat there. They did not roll until tower told them to expedite. We were cleared for takeoff as soon as the large transport broke ground. Departing runway 8R at phx there is a 3000 ft restriction until 4 DME from the VOR. We were rapidly gaining on the large transport who did not seem to be accelerating or climbing very rapidly. I had to pull the power way back, leave the flaps extended and 'hover' at 170 KIAS to stay behind the large transport who should have been doing at least 200 KIAS and if he had climbed normally could have accelerated to 250 KIAS. I can't prove it but I think the large transport deliberately held on the runway, despite an inbound emergency and then deliberately slowed on departure. This is taking airline rivalry too far. It's dangerous and unprofessional.

Title: ACR PIC ALLEGES UNPROFESSIONAL CONDUCT ON PART OF LGT PIC IN DEP PROC AHEAD OF HER ACFT.
Narrative: WHEN WE REACHED THE END OF THE RWY FOR TKOF THERE WAS ANOTHER ACR FLT HOLDING #1 AND AN EMER FLT ON ABOUT A 10 MI FINAL. TWR CLRED THAT LGT FOR TKOF AND CLRED US 'ON TO HOLD, EXPECT AN IMMEDIATE.' THE LGT TAXIED ON TO THE RWY AND THEN SAT THERE. THEY DID NOT ROLL UNTIL TWR TOLD THEM TO EXPEDITE. WE WERE CLRED FOR TKOF AS SOON AS THE LGT BROKE GND. DEPARTING RWY 8R AT PHX THERE IS A 3000 FT RESTRICTION UNTIL 4 DME FROM THE VOR. WE WERE RAPIDLY GAINING ON THE LGT WHO DID NOT SEEM TO BE ACCELERATING OR CLBING VERY RAPIDLY. I HAD TO PULL THE PWR WAY BACK, LEAVE THE FLAPS EXTENDED AND 'HOVER' AT 170 KIAS TO STAY BEHIND THE LGT WHO SHOULD HAVE BEEN DOING AT LEAST 200 KIAS AND IF HE HAD CLBED NORMALLY COULD HAVE ACCELERATED TO 250 KIAS. I CAN'T PROVE IT BUT I THINK THE LGT DELIBERATELY HELD ON THE RWY, DESPITE AN INBOUND EMER AND THEN DELIBERATELY SLOWED ON DEP. THIS IS TAKING AIRLINE RIVALRY TOO FAR. IT'S DANGEROUS AND UNPROFESSIONAL.
