Narrative:
Scheduled departure would be in 20 mins. I went about my business, doing my paperwork. We have 14 people going out and 20 pieces of luggage. Since there is no scale at FBO we use an average weight for each piece of luggage of 23.5 pounds. Lately, our loads have not been so good. This time I take extra time checking my paperwork. An FAA inspector is traveling back with us for a line check. The people are loaded but I don't see the line personnel anywhere. I want to ask them how they have loaded the airplane. The captain starts #1 engine preparing to leave, while in the back, the ramp agent tells me we have 3 more bags and 1 more person. Accordingly, I change my paperwork. I run to the cockpit, while the captain is starting #2 engine. I ask ground clearance to taxi and they tell me to taxi to runway 9. We roll 5 ft and notice there is no luggage in the front compartment for it is visible from where I situation. We decide to turn around and stop the airplane, unload people and cargo, and corrected the problem. Correction action: more coordination between flight crew and ground personnel. Flight crew personally should check loading of the aircraft and give close supervision.
