Narrative:

While airport manager was refueling my aircraft I was asking her about runway 18 and 36 being closed and why the yellow X was placed in the turf and not on the asphalt. She informed me that it had been placed in the NOTAMS and all pilots should be aware that the runway was closed and if I had a problem with that to contact the FAA on the field checking construction on runway 9 and 27. I did try to make contact with the FAA person but was informed by construction workers he had not been there so far this day. Point is airport/facility directory reads runway 18/36 width 230 ft, 30 ft asphalt center and 100 ft turf on either side. Should not the X be placed on the asphalt and in the turf on both sides so that some cross country pilot who may not have received the NOTAM for some reason land on the asphalt which has no X on it and is in fact closed by NOTAM. I stand to be corrected, but I feel the X is in the wrong place. Can we get this matter corrected before someone has an accident or violates the NOTAM. Callback conversation with reporter revealed the following information: reporter states runway closed due to trench dug for extension of runway 9. This has been patched over but still closed. His major concern is that someone will believe only the turf portion which is 'X'ed' to be closed and asphalt and other side (also turf) to be usable. FSS does give the NOTAM information, but nothing printed at this time. Airport manager's attitude was very unpleasant when reporter questioned situation.

Narrative: WHILE ARPT MGR WAS REFUELING MY ACFT I WAS ASKING HER ABOUT RWY 18 AND 36 BEING CLOSED AND WHY THE YELLOW X WAS PLACED IN THE TURF AND NOT ON THE ASPHALT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES RWY CLOSED DUE TO TRENCH DUG FOR EXTENSION OF RWY 9. THIS HAS BEEN PATCHED OVER BUT STILL CLOSED. HIS MAJOR CONCERN IS THAT SOMEONE WILL BELIEVE ONLY THE TURF PORTION WHICH IS 'X'ED' TO BE CLOSED AND ASPHALT AND OTHER SIDE (ALSO TURF) TO BE USABLE. FSS DOES GIVE THE NOTAM INFO, BUT NOTHING PRINTED AT THIS TIME. ARPT MGR'S ATTITUDE WAS VERY UNPLEASANT WHEN RPTR QUESTIONED SITUATION.
