Narrative:
TCASII notification of traffic conflict. TCASII reported traffic initially at 900 ft above at 10-12 mi at 12-1 O'clock. TCASII directed us to descend as the traffic conflict continued to descend. I followed the TCASII instructions and began my descent. I had descended 200 ft below assigned altitude when aircraft was spotted visually. The descent was stopped due to no conflict and we climbed back to assigned altitude. Controller was notified of altitude deviation and we asked the controller about the apparent conflict. He said he showed no conflict and 1000 ft vertical separation between aircraft. He also never showed us deviating from altitude. I was later notified to call jax center by telephone. I was advised that there was no problem. Supplemental information from acn 189928: our flight northbound at FL290. Working center our autoplt leveled aircraft by using pms (performance management system) at 28960 cap - 28940 first officer side approximately. Center showed us at 290. Aircraft sbound at 280. I had aircraft visual at approximately 12-15 mi. TCASII had a track also, indicating that aircraft at 1 O'clock, 900 below and level. As aircraft approached we received a TA then an RA 'monitor vertical speed'. We visually had aircraft during entire time that aircraft received an RA to descend. They notified center of RA. They reported to center their action and they said to have spotted us visually at this time and stopped their descent. It appeared they descended approximately 100-150 ft. Our altitude never changed. Center showed us both at 290 and 280 respectively. I feel that the TCASII from the other aircraft gave an incorrect RA. No altitude change was made to cause an RA. I believe the crews have to try to visually contact the targets TCASII track to be able to use the 'outside scan' in support of TCASII.

CENTER SHOWED US BOTH AT 290 AND 280 RESPECTIVELY. I FEEL THAT THE TCASII FROM THE OTHER ACFT GAVE AN INCORRECT RA. NO ALT CHANGE WAS MADE TO CAUSE AN RA. I BELIEVE THE CREWS HAVE TO TRY TO VISUALLY CONTACT THE TARGETS TCASII TRACK TO BE ABLE TO USE THE 'OUTSIDE SCAN' IN SUPPORT OF TCASII.
