Narrative:
While in route from yxu, I encountered unexpected inclement WX conditions which included strong headwinds and moderate to severe icing conditions. Because this severely cut into my planned reserve fuel, good operating practices and far forced me to make an unscheduled fuel stop in stl. As soon as it became apparent that this action would be necessary, every effort was made to notify USA customs officials in order to give them as much advanced notice as possible.

Title: PRECAUTIONARY LNDG MADE IN A DIVERSION TO ALTERNATE ARPT WHEN ENRTE WX DICTATES AMENDED CLRNC RTE CHANGE.
Narrative: WHILE IN RTE FROM YXU, I ENCOUNTERED UNEXPECTED INCLEMENT WX CONDITIONS WHICH INCLUDED STRONG HEADWINDS AND MODERATE TO SEVERE ICING CONDITIONS. BECAUSE THIS SEVERELY CUT INTO MY PLANNED RESERVE FUEL, GOOD OPERATING PRACTICES AND FAR FORCED ME TO MAKE AN UNSCHEDULED FUEL STOP IN STL. AS SOON AS IT BECAME APPARENT THAT THIS ACTION WOULD BE NECESSARY, EVERY EFFORT WAS MADE TO NOTIFY USA CUSTOMS OFFICIALS IN ORDER TO GIVE THEM AS MUCH ADVANCED NOTICE AS POSSIBLE.
