Narrative:
We were cleared to 9000 ft. Descending through 10000 the TCASII gave us a TA on a VFR target, at 9800 ft it gave us an RA 'climb'. We then climbed back to 10000 when TCASII gave us a monitor vertical speed message followed by a clear of conflict message. Just as we were responding to the RA, approach control advised us of a TA for same traffic. This was their first radio contact with us after switching to their frequency, as they were too busy talking when we switched over to their frequency.

Title: ACR MLG REVERSED DSCNT IN RESPONSE TO TCASII RA.
Narrative: WE WERE CLRED TO 9000 FT. DSNDING THROUGH 10000 THE TCASII GAVE US A TA ON A VFR TARGET, AT 9800 FT IT GAVE US AN RA 'CLB'. WE THEN CLBED BACK TO 10000 WHEN TCASII GAVE US A MONITOR VERT SPD MESSAGE FOLLOWED BY A CLR OF CONFLICT MESSAGE. JUST AS WE WERE RESPONDING TO THE RA, APCH CTL ADVISED US OF A TA FOR SAME TFC. THIS WAS THEIR FIRST RADIO CONTACT WITH US AFTER SWITCHING TO THEIR FREQ, AS THEY WERE TOO BUSY TALKING WHEN WE SWITCHED OVER TO THEIR FREQ.
