Narrative:
During a ramp check by the FAA it was noted that the cargo had not been tied down. The pilot was aware of this problem but because of sudden high winds at the last takeoff the pilot felt he needed to make a quick departure. The pilot felt the load would not cause a problem if it did move because was blocked by a seat and the aft bulkhead and under normal flight would not be a problem.

Title: PLT DID NOT TIE DOWN HIS CARGO AND WAS CAUGHT DURING AN FAA RAMP CHK.
Narrative: DURING A RAMP CHK BY THE FAA IT WAS NOTED THAT THE CARGO HAD NOT BEEN TIED DOWN. THE PLT WAS AWARE OF THIS PROBLEM BUT BECAUSE OF SUDDEN HIGH WINDS AT THE LAST TKOF THE PLT FELT HE NEEDED TO MAKE A QUICK DEP. THE PLT FELT THE LOAD WOULD NOT CAUSE A PROBLEM IF IT DID MOVE BECAUSE WAS BLOCKED BY A SEAT AND THE AFT BULKHEAD AND UNDER NORMAL FLT WOULD NOT BE A PROBLEM.
