Narrative:

Widebody transport X was eastbound proceeding direct eck direct ynt and had a restriction to cross eck at FL290. Medium large transport Y was swbound over eck J94 pmm climbing to FL310. Approximately 20 mi northeast of eck the conflict alert was activated. Widebody transport X was level at FL290 and medium large transport Y was out of FL300. Medium large transport Y was issued a turn to 310 degree. Widebody transport X was issued a turn to 230 degree (no response). Medium large transport Y was told to expedite his climb (no response). Medium large transport Y was told to report level at FL310 (no response). Medium large transport Y confirmed level 12 seconds after operational error. One of the contributing factors is a 'blind spot' northeast of eck that has been there for yrs.

APPROX 20 MI NE OF ECK THE CONFLICT ALERT WAS ACTIVATED. WDB X WAS LEVEL AT FL290 AND MLG Y WAS OUT OF FL300. MLG Y WAS ISSUED A TURN TO 310 DEG. WDB X WAS ISSUED A TURN TO 230 DEG (NO RESPONSE). MLG Y WAS TOLD TO EXPEDITE HIS CLB (NO RESPONSE). MLG Y WAS TOLD TO RPT LEVEL AT FL310 (NO RESPONSE). MLG Y CONFIRMED LEVEL 12 SECONDS AFTER OPERROR. ONE OF THE CONTRIBUTING FACTORS IS A 'BLIND SPOT' NE OF ECK THAT HAS BEEN THERE FOR YRS.
