Narrative:

My flight was climbing from FL310 to FL350. The controller gave me a 30 degree turn to the right. Another aircraft was told to fly a heading of 275 degree. I was then told to fly 360 degree. This was followed by instructions to turn to 090 degree heading. The controller then asked the other aircraft if he was flying 270 degree heading? The other aircraft replied 'we are turning to a 270 heading' with the comment that at this altitude we can only bank 13 degree. I saw the other aircraft at my 12 O'clock as I passed through a 360 degree heading and also got a TA on TCASII. Other aircraft was about 5 mi away I think. The aircraft passed to our left and we vectored back on course. I talked with the supervisor on duty at jacksonville center. He indicated to me that it was no problem for my flight but, that an operational error had occurred.
