Narrative:
My duties include being a flight instructor and a VFR, 135 charter pilot. On oct/tue/91 we were to go on a charter. Having received the call only moments before we were to leave, I grabbed my 'charter' flight bag, left a flight plan with the company office, did a preflight inspection and left (I should explain that I keep all my maps, both VFR and IFR, company manual and other necessary equipment, in my 'charter' flight bag). While en route from FOD to cid I discovered that I did not have a chicago sectional but decided to continue the flight because I had a current iowa VFR map and all current IFR en route charts and approach plates. Upon returning to webster city (ebs), I found that the reason my chicago sectional was not in my flight bag was because one of my students borrowed it without telling me. To keep this problem from recurring, I now keep my flight bag locked in my desk. I am the only one with a key so I will now know whenever someone borrows something from me.

Title: PLT OF ATX FREIGHTER BEING RAMP CHKED BY FAA, DID NOT HAVE FLASHLIGHT OR VFR SECTIONAL CHART.

WHILE ENRTE FROM FOD TO CID I DISCOVERED THAT I DID NOT HAVE A CHICAGO SECTIONAL BUT DECIDED TO CONTINUE THE FLT BECAUSE I HAD A CURRENT IOWA VFR MAP AND ALL CURRENT IFR ENRTE CHARTS AND APCH PLATES. UPON RETURNING TO WEBSTER CITY (EBS), I FOUND THAT THE REASON MY CHICAGO SECTIONAL WAS NOT IN MY FLT BAG WAS BECAUSE ONE OF MY STUDENTS BORROWED IT WITHOUT TELLING ME. TO KEEP THIS PROBLEM FROM RECURRING, I NOW KEEP MY FLT BAG LOCKED IN MY DESK. I AM THE ONLY ONE WITH A KEY SO I WILL NOW KNOW WHENEVER SOMEONE BORROWS SOMETHING FROM ME.
