Narrative:
Fort chaffee, located 3 mi southeast of fort smith municipal, conducts 2 week training sessions several times a yr. The training rotation during the weeks oct/xx to present have been operating an off-base refueling point 1 southeast of muldrow, ok. This site is approximately 12 mi northwest of fort smith municipal. Many of the aircraft transition to this site from fort chaffee just outside the fort smith air traffic area. While this violates no FARS, the aircraft cross the localizer just outside peno bottoms NDB/OM. The aircraft are not in contact with fort smith and many times are above 200 ft AGL as mandated by the army's stated procedures. This poses a hazard to aircraft operating into/out of fort smith municipal. It has been learned through the use of a ucr (unsatisfactory condition report) that this site was established without input from ATC and against the recommendation of the aviation safety officer at fort chaffee. To remedy this situation, the army should consult fort smith ATCT and ensure pilots are in communication with the appropriate controller.

Title: CTLR RPTR COMPLAINS THAT MIL HELIS FROM A NEARBY MIL FACILITY TRANSITION TO A FUELING SITE NW OF ARPT AND FLY UNDER THE FINAL APCH COURSE WITHOUT COM.
Narrative: FORT CHAFFEE, LOCATED 3 MI SE OF FORT SMITH MUNICIPAL, CONDUCTS 2 WK TRAINING SESSIONS SEVERAL TIMES A YR. THE TRAINING ROTATION DURING THE WKS OCT/XX TO PRESENT HAVE BEEN OPERATING AN OFF-BASE REFUELING POINT 1 SE OF MULDROW, OK. THIS SITE IS APPROX 12 MI NW OF FORT SMITH MUNICIPAL. MANY OF THE ACFT TRANSITION TO THIS SITE FROM FORT CHAFFEE JUST OUTSIDE THE FORT SMITH ATA. WHILE THIS VIOLATES NO FARS, THE ACFT CROSS THE LOC JUST OUTSIDE PENO BOTTOMS NDB/OM. THE ACFT ARE NOT IN CONTACT WITH FORT SMITH AND MANY TIMES ARE ABOVE 200 FT AGL AS MANDATED BY THE ARMY'S STATED PROCS. THIS POSES A HAZARD TO ACFT OPERATING INTO/OUT OF FORT SMITH MUNICIPAL. IT HAS BEEN LEARNED THROUGH THE USE OF A UCR (UNSATISFACTORY CONDITION RPT) THAT THIS SITE WAS ESTABLISHED WITHOUT INPUT FROM ATC AND AGAINST THE RECOMMENDATION OF THE AVIATION SAFETY OFFICER AT FORT CHAFFEE. TO REMEDY THIS SITUATION, THE ARMY SHOULD CONSULT FORT SMITH ATCT AND ENSURE PLTS ARE IN COM WITH THE APPROPRIATE CTLR.
