Narrative:
2 military aircraft opposite direction military X was sbound on J121 at FL220. He was never handed off to me and I never noticed the limited data block. I also had military Y off of dover going northbound on J121 I cleared him up to FL230. When the 2 aircraft were about 5 mi from each other the conflict alert went off. Myself and the H man both figured it was a split beacon (2 targets for the same aircraft) which happens frequently. The mode C on the aircraft was not being depicted on the radar scope at this time so I'm not sure separation was lost but if it wasn't it was real close to being lost.

Title: ADJOINING SECTOR CTLR FAILED TO MAKE RADAR HDOF ON MIL X. OPDEV. ARTCC INTRAFAC COORD. MIL X HAD LTSS FROM MIL Y. SYS ERROR.
Narrative: 2 MIL ACFT OPPOSITE DIRECTION MIL X WAS SBOUND ON J121 AT FL220. HE WAS NEVER HANDED OFF TO ME AND I NEVER NOTICED THE LIMITED DATA BLOCK. I ALSO HAD MIL Y OFF OF DOVER GOING NBOUND ON J121 I CLRED HIM UP TO FL230. WHEN THE 2 ACFT WERE ABOUT 5 MI FROM EACH OTHER THE CONFLICT ALERT WENT OFF. MYSELF AND THE H MAN BOTH FIGURED IT WAS A SPLIT BEACON (2 TARGETS FOR THE SAME ACFT) WHICH HAPPENS FREQUENTLY. THE MODE C ON THE ACFT WAS NOT BEING DEPICTED ON THE RADAR SCOPE AT THIS TIME SO I'M NOT SURE SEPARATION WAS LOST BUT IF IT WASN'T IT WAS REAL CLOSE TO BEING LOST.
