Narrative:

Aircraft #1 was cleared to 3000 ft, then cleared for visual approach. He advised he was too high, so was turned out away from the airport. Approach controller asked handoff controller to point him out at 3000 ft to appropriate sector. Handoff controller pointed him out, but didn't say descending to 3000 ft. South satellite controller had traffic at 3000 ft, but assumed the pointout was descending to 4000 ft only. Aircraft #2 had aircraft #1 in sight, but was never told to maintain visual separation.

Title: C90 CTLR INVOLVED IN OPERROR WITH ADJOINING SECTOR WHEN HDOF CTLR DOES NOT INSURE COMPLETE COORD OF ACFT MOVEMENT.

Narrative: ACFT #1 WAS CLRED TO 3000 FT, THEN CLRED FOR VISUAL APCH. HE ADVISED HE WAS TOO HIGH, SO WAS TURNED OUT AWAY FROM THE ARPT. APCH CTLR ASKED HDOF CTLR TO POINT HIM OUT AT 3000 FT TO APPROPRIATE SECTOR. HDOF CTLR POINTED HIM OUT, BUT DIDN'T SAY DSNDING TO 3000 FT. S SATELLITE CTLR HAD TFC AT 3000 FT, BUT ASSUMED THE POINTOUT WAS DSNDING TO 4000 FT ONLY. ACFT #2 HAD ACFT #1 IN SIGHT, BUT WAS NEVER TOLD TO MAINTAIN VISUAL SEPARATION.
