Narrative:

During the flight between tip and sus, the aircraft I was flying experienced an engine flameout with the right engine. The flameout was the result of turbulence due to thunderstorms, angle of attack and forward speed, prior to reaching FL450. Around XXXX I declared an emergency, and requested a descent to below FL250 to relight the engine. I was cleared to FL230. Passing through FL250 I, along with the first officer, performed a successful engine air start, and continued to destination. On the ground I conferred with maintenance and visually checked the engine.
