Narrative:
I was working bdl arrival sector. Medium large transport X was on vector for downwind visual approach runway 24 at bdl, level 5000 ft about 10 southwest bdl. Light transport Y was in a VFR climb off bdl swbound stopped at 4500, working bdl east departure control. I issued traffic and medium large transport X said we have traffic on TCASII. The east controller then coordinated that light transport Y had medium large transport X in sight maintaining visual separation and continuing climb. I informed medium large transport X who again advised 'we have traffic on TCASII, but not in sight.' the light transport Y changed course to climb parallel to medium large transport X and continued climb. Then medium large transport X advised he had a TCASII alert and was going to climb. I advised the traffic was 10 O'clock, 2 mi and had him in sight. Medium large transport X climbed approximately 800 ft, after that the traffic passed by 3 mi. Medium large transport X advised he was returning to assigned altitude.

Title: LTT CLBING VFR WITH MLG TFC IN SIGHT. MLG GIVEN TFC INFO BUT CLBED OUT OF ASSIGNED ALT DUE TO TCASII RA.
Narrative: I WAS WORKING BDL ARR SECTOR. MLG X WAS ON VECTOR FOR DOWNWIND VISUAL APCH RWY 24 AT BDL, LEVEL 5000 FT ABOUT 10 SW BDL. LTT Y WAS IN A VFR CLB OFF BDL SWBOUND STOPPED AT 4500, WORKING BDL E DEP CTL. I ISSUED TFC AND MLG X SAID WE HAVE TFC ON TCASII. THE E CTLR THEN COORDINATED THAT LTT Y HAD MLG X IN SIGHT MAINTAINING VISUAL SEPARATION AND CONTINUING CLB. I INFORMED MLG X WHO AGAIN ADVISED 'WE HAVE TFC ON TCASII, BUT NOT IN SIGHT.' THE LTT Y CHANGED COURSE TO CLB PARALLEL TO MLG X AND CONTINUED CLB. THEN MLG X ADVISED HE HAD A TCASII ALERT AND WAS GOING TO CLB. I ADVISED THE TFC WAS 10 O'CLOCK, 2 MI AND HAD HIM IN SIGHT. MLG X CLBED APPROX 800 FT, AFTER THAT THE TFC PASSED BY 3 MI. MLG X ADVISED HE WAS RETURNING TO ASSIGNED ALT.
