Narrative:
I was with a student doing touch-and-goes. After our third touch-and-go she (the student) pushed the carburetor heat in, flaps up and applied full power. We lifted off at 50 KIAS and weren't accelerating while our climb was negligible. I confirmed full power, mixture and carburetor heat in, flaps up, oil pressure and temperature ok. RPM's good. After telling her to lower the nose to maintain the 50 KTS we had, she also mentioned the poor acceleration and climb. At that point I noticed that while the flap handle was in the up position, the indicator was at 30 degrees. Visually checking the flaps confirmed that they were full down. I cycled the flaps with no avail and checked circuit breakers. At that point I took the controls and started a shallow right turn back to the airport, telling tower that I had problems and desired runway 16R. Tower told me 7L, and then cleared me to land on any runway. At that time an light transport was ordered to go around from short final on runway 30 and I told tower I'd take 7L and landed uneventfully. After taxiing back I cycled the flaps again and they finally did retract but wouldn't extend. Lgb tower was very quick to give me any runway I desired giving me more options to work with. In the future, I'll definitely make visually checking the flaps up (or at 10 degrees) part of my touch-and-go checklist when on the roll for takeoff.

Title: INSTRUCTOR WITH SPI ON TOUCH AND GO HAS FLAP FAILURE TO RETRACT ON CLB OUT. RETURN LAND.
Narrative: I WAS WITH A STUDENT DOING TOUCH-AND-GOES. AFTER OUR THIRD TOUCH-AND-GO SHE (THE STUDENT) PUSHED THE CARB HEAT IN, FLAPS UP AND APPLIED FULL PWR. TWR TOLD ME 7L, AND THEN CLRED ME TO LAND ON ANY RWY. AT THAT TIME AN LTT WAS ORDERED TO GAR FROM SHORT FINAL ON RWY 30 AND I TOLD TWR I'D TAKE 7L AND LANDED UNEVENTFULLY. AFTER TAXIING BACK I CYCLED THE FLAPS AGAIN AND THEY FINALLY DID RETRACT BUT WOULDN'T EXTEND. LGB TWR WAS VERY QUICK TO GIVE ME ANY RWY I DESIRED GIVING ME MORE OPTIONS TO WORK WITH. IN THE FUTURE, I'LL DEFINITELY MAKE VISUALLY CHKING THE FLAPS UP (OR AT 10 DEGS) PART OF MY TOUCH-AND-GO CHKLIST WHEN ON THE ROLL FOR TKOF.
