Narrative:
We departed the airport selected gear up. The gear did not come up. Upon execution of the emergency checklist, we discovered the emergency landing gear handle was pulled out, we pushed handle in and the landing gear operated normally. The copilot missed this item on prestart checklist and I didn't notice it was not pushed in. Normally this handle is always pushed in, however, we had maintenance performed the evening before the flight and the mechanic failed to reset the emergency landing gear handle. Due to the position of the handle I could not see it from my crew station because my knee shields it from view. 3 people missed this, however, I strongly feel that the copilot should have caught this by using good checklist procedures. We are implementing procedures, both flight and maintenance, that hopefully will stop events like this.

Title: CORP FLC UNABLE TO RETRACT GEAR. DISCOVER EMER GEAR HANDLE PULLED OUT.
Narrative: WE DEPARTED THE ARPT SELECTED GEAR UP. THE GEAR DID NOT COME UP. UPON EXECUTION OF THE EMER CHKLIST, WE DISCOVERED THE EMER LNDG GEAR HANDLE WAS PULLED OUT, WE PUSHED HANDLE IN AND THE LNDG GEAR OPERATED NORMALLY. NORMALLY THIS HANDLE IS ALWAYS PUSHED IN, HOWEVER, WE HAD MAINT PERFORMED THE EVENING BEFORE THE FLT AND THE MECH FAILED TO RESET THE EMER LNDG GEAR HANDLE. DUE TO THE POS OF THE HANDLE I COULD NOT SEE IT FROM MY CREW STATION BECAUSE MY KNEE SHIELDS IT FROM VIEW. 3 PEOPLE MISSED THIS, HOWEVER, I STRONGLY FEEL THAT THE COPLT SHOULD HAVE CAUGHT THIS BY USING GOOD CHKLIST PROCS. WE ARE IMPLEMENTING PROCS, BOTH FLT AND MAINT, THAT HOPEFULLY WILL STOP EVENTS LIKE THIS.
