Air Traffic Incident | Pilot Deviation |
Narrative:
Approaching paddi intersection in climb FL230 approached line thunderstorm activity across airway (G347) extending east/west. Requested deviation up to 35 mi west of track account thunderstorms. Hnl center coordinating with oak ARTCC approved and handed off to en route radio 'call level and back on course.' approximately 30 NM west of airway radar indicated additional activity south of initial WX 'requiring' more deviation of 50 NM west of airway total. Immediately contacted hnl arinc and stated 'additional deviation 'required' of up to 50 NM west of airway' and commenced deviation immediately as required. Approximately 10 mins later arinc advised oak can only approve 30 NM west of airway account traffic, at which time I was 50 NM west of airway with deviation complete, turning towards course. Advised them of same and deviation was 'required.' response was 'roger.' when deviation is 'required' ATC should move traffic as necessary to provide separation standards! I'll gladly declare emergency to avoid unsafe conditions but this does not provide separation which is their job to do!

Title: ACR WDB TRACK HDG DEV AVOIDING TSTM ACTIVITY S OF HNL.
Narrative: APCHING PADDI INTXN IN CLB FL230 APCHED LINE TSTM ACTIVITY ACROSS AIRWAY (G347) EXTENDING E/W. REQUESTED DEV UP TO 35 MI W OF TRACK ACCOUNT TSTMS. HNL CENTER COORDINATING WITH OAK ARTCC APPROVED AND HANDED OFF TO ENRTE RADIO 'CALL LEVEL AND BACK ON COURSE.' APPROX 30 NM W OF AIRWAY RADAR INDICATED ADDITIONAL ACTIVITY S OF INITIAL WX 'REQUIRING' MORE DEV OF 50 NM W OF AIRWAY TOTAL. IMMEDIATELY CONTACTED HNL ARINC AND STATED 'ADDITIONAL DEV 'REQUIRED' OF UP TO 50 NM W OF AIRWAY' AND COMMENCED DEV IMMEDIATELY AS REQUIRED. APPROX 10 MINS LATER ARINC ADVISED OAK CAN ONLY APPROVE 30 NM W OF AIRWAY ACCOUNT TFC, AT WHICH TIME I WAS 50 NM W OF AIRWAY WITH DEV COMPLETE, TURNING TOWARDS COURSE. ADVISED THEM OF SAME AND DEV WAS 'REQUIRED.' RESPONSE WAS 'ROGER.' WHEN DEV IS 'REQUIRED' ATC SHOULD MOVE TFC AS NECESSARY TO PROVIDE SEPARATION STANDARDS! I'LL GLADLY DECLARE EMER TO AVOID UNSAFE CONDITIONS BUT THIS DOES NOT PROVIDE SEPARATION WHICH IS THEIR JOB TO DO!
