Narrative:
While exiting tyo control area and entering tyo oceanic, we went south of track 12 mi intentionally to avoid a cumulus build of clouds and moderate turbulence, without a clearance. I needed the clearance in a hurry. I told the copilot to 'go around that stuff to the right, if you would.' he did, but did not get the clearance through tyo radio until we were already off course. There are too many people on 1 frequency in that area to get a quick clearance. We were cleared to 'en route frequency' just prior to this (within 5 mins) and had to work the clearance through tyo radio. Let us get rid of some of the fixes on these rtes. See attachments: 1) notice that from cvc to kagis is 8 mins, from kagis to score is 6 mins, score to comfe is 12 mins, comfe to ripki is 18 mins, and ripki to garry is 5 mins. Every flight exiting that area is trying to make some kind of position report over all of those places. 2) solution: get the unnecessary position off our flight plans. For example, instead of cvc, kagis, score, comfe, ripki, garry, 41 north 160 east, let's go with cvc, score, comfe, ripki 41 north 160 east. This will free up a lot of radio time.

Title: ACR WDB TRACK HDG DEV AVOIDING TSTM ACTIVITY E OF JAPAN ON OTR.
Narrative: WHILE EXITING TYO CTL AREA AND ENTERING TYO OCEANIC, WE WENT S OF TRACK 12 MI INTENTIONALLY TO AVOID A CUMULUS BUILD OF CLOUDS AND MODERATE TURB, WITHOUT A CLRNC.
