Narrative:

Inbound and outbound routing through same fix descending and climbing situation. Previous controller created conflict that had to be watched much closer, and should have resolved before giving up position. Also moving the inbound fix and outbound fix. Previous controller did not leave position and relieving controller's view of radar scope was blocked. Aircraft was given an altitude to maintain separation before it was lost. This was done as a safety factor. Thinking the aircraft had been given the restriction to begin with, the aircraft in level flight was southeast on V130 level at 7000. The inbound was on V487 descending.

Title: ARR ACFT DSNDED THROUGH ALT OF ENRTE ACFT WITH LTSS. CTLR RELIEF IN PROGRESS.

Narrative: INBOUND AND OUTBOUND RTING THROUGH SAME FIX DSNDING AND CLBING SITUATION. PREVIOUS CTLR CREATED CONFLICT THAT HAD TO BE WATCHED MUCH CLOSER, AND SHOULD HAVE RESOLVED BEFORE GIVING UP POS. ALSO MOVING THE INBOUND FIX AND OUTBOUND FIX. PREVIOUS CTLR DID NOT LEAVE POS AND RELIEVING CTLR'S VIEW OF RADAR SCOPE WAS BLOCKED. ACFT WAS GIVEN AN ALT TO MAINTAIN SEPARATION BEFORE IT WAS LOST. THIS WAS DONE AS A SAFETY FACTOR. THINKING THE ACFT HAD BEEN GIVEN THE RESTRICTION TO BEGIN WITH, THE ACFT IN LEVEL FLT WAS SE ON V130 LEVEL AT 7000. THE INBOUND WAS ON V487 DSNDING.
