Narrative:
En route flight from aurora, or, to medford at night FL210. WX reported at 1400 broken 1 mi visibility in fog. Approach reported aircraft missing ILS 14, shortly after breaking out and cancelling, landing on runway 32. We crossed samie (014.4 imfr ILS) at 8000 (2700 ft high). Proceeded to make left 360 degree in depicted hold pattern to lose altitude and notified approach. Approach asked DME, in checking it was noted imfr DME was 10.0 not 14.4 and samie intersection. Approach advised that in their non radar environment the left 360 was not permitted except in VFR conditions. They advised to make right turn back to localizer. Localizer was reintercepted at 7 DME (approximately). Although approximately 2000 above GS, remainder of approach was in VFR conditions and was concluded with landing on 32. At a different location, outcome of flight could have been disastrous.
