Narrative:

Foul WX, gales, etc, to north, prompted IFR route (southern) returning to W91, smith mountain lake, va -- different from the original (northern) route out to ocracoke. I was not familiar and had only low level charts L20 and L22 which seemed sufficient to plan and fly home. The requested plan was (W95 ocracoke) V290 (tar river), (south boston), (lynchburg), (W91). Clearance (as filed) picked up in air from new bern FSS. Departure washington 135.5. The first problem was navigating to pungo intersection in high winds from south with only reference 'pamlico NDB, 404.' I had not understood the one way (the other eastbound way) nature of the navigation facility for V290 on that leg. When told to report pungo (I had not been in radar contact yet) I tried to get near it, hoping at least to intercept the 114 degree radial of tar river for the inbound leg of V290 from pungo to tyi. Unfortunately, I did not carry the L27 chart on board and although the L20 and L22 showed the complete route, they did not show navigation facilities at new bern and kinston to fix my position and adjusted headings once lost. I should have asked for vectors to pungo for I was beyond the range of tar river and drifted around over R5306A. When I was finally and for the first time idented in radar contact by washington 135.5, I was within 20 mi of new bern VOR and cleared direct to tar river.

I HAD NOT UNDERSTOOD THE ONE WAY (THE OTHER EBOUND WAY) NATURE OF THE NAV FACILITY FOR V290 ON THAT LEG. WHEN TOLD TO RPT PUNGO (I HAD NOT BEEN IN RADAR CONTACT YET) I TRIED TO GET NEAR IT, HOPING AT LEAST TO INTERCEPT THE 114 DEG RADIAL OF TAR RIVER FOR THE INBOUND LEG OF V290 FROM PUNGO TO TYI. WHEN I WAS FINALLY AND FOR THE FIRST TIME IDENTED IN RADAR CONTACT BY WASHINGTON 135.5, I WAS WITHIN 20 MI OF NEW BERN VOR AND CLRED DIRECT TO TAR RIVER.
