Narrative:
I had the combined local/ground controller position in the tower. Small aircraft X called for taxi to the active runway. The callup was normal with a good radio signal. The next call was distorted. Perhaps by small aircraft X under taxi or by another aircraft calling for taxi. Small aircraft X had a stuck microphone. Small aircraft X continued to taxi to the active. Once he arrived at the runway, he switched his second radio to tower frequency. The tower was unable to transmit over the stuck microphone on either frequency. The pilot of small aircraft X sat at the approach end of the runway watching 4 other aircraft go nowhere. After attempting to contact the local controller, he realized he had a problem and looked for the light gun. Taxi back to the ramp was uneventful and after shutdown the frequencys were clear. For pilots and controllers -- listen for a side tone and be aware if your radio is keyed.

Title: SMA X HAD STUCK MICROPHONE AND BLOCKED COMBINED POS OF OP LCL-GND CTL FREQ.
Narrative: I HAD THE COMBINED LCL/GND CTLR POS IN THE TWR. SMA X CALLED FOR TAXI TO THE ACTIVE RWY. THE CALLUP WAS NORMAL WITH A GOOD RADIO SIGNAL. THE NEXT CALL WAS DISTORTED. PERHAPS BY SMA X UNDER TAXI OR BY ANOTHER ACFT CALLING FOR TAXI. SMA X HAD A STUCK MICROPHONE. SMA X CONTINUED TO TAXI TO THE ACTIVE. ONCE HE ARRIVED AT THE RWY, HE SWITCHED HIS SECOND RADIO TO TWR FREQ. THE TWR WAS UNABLE TO XMIT OVER THE STUCK MICROPHONE ON EITHER FREQ. THE PLT OF SMA X SAT AT THE APCH END OF THE RWY WATCHING 4 OTHER ACFT GO NOWHERE. AFTER ATTEMPTING TO CONTACT THE LCL CTLR, HE REALIZED HE HAD A PROBLEM AND LOOKED FOR THE LIGHT GUN. TAXI BACK TO THE RAMP WAS UNEVENTFUL AND AFTER SHUTDOWN THE FREQS WERE CLR. FOR PLTS AND CTLRS -- LISTEN FOR A SIDE TONE AND BE AWARE IF YOUR RADIO IS KEYED.
