Palm springs passed 2 fix estimates to ont TRACON 10000 and air carrier X climbing to 12000. Ont TRACON approved estimates then allowed an small transport Y between them opposite direction at 11000 as air carrier X was climbing. Aircraft came within 1.5 mi.

Narrative: PALM SPRINGS PASSED 2 FIX ESTIMATES TO ONT TRACON 10000 AND ACR X CLBING TO 12000. ONT TRACON APPROVED ESTIMATES THEN ALLOWED AN SMT Y BTWN THEM OPPOSITE DIRECTION AT 11000 AS ACR X WAS CLBING. ACFT CAME WITHIN 1.5 MI.
