Narrative:
The captain was flying at the time. The aircraft had been 'written' up for erroneous VOR indications. The problem was corrected and signed off by a company mechanic. On the flight in question, the captain noted a momentary full scale needle deflection on his VOR. I did not on my side. This made the captain paranoid of using the VOR equipment. Note that we were receiving accurate information from both vors after this up until engine shutdown. He decided that we would do an ASR approach to 12L at dsm. However, our company operations specifications prohibit us from doing so. By not declaring an emergency (which it was not) we were in direct violation. I, as first officer, should have insisted upon doing the NDB to 30R, which the WX would have allowed, with a circle to 12L.

Title: COMMUTER FO CLAIMS THE CAPT FLEW AN ILLEGAL APCH INTO DSM BECAUSE HE USED IAP ASR APCH WITHOUT DECLARING AN EMER.
Narrative: THE CAPT WAS FLYING AT THE TIME. THE ACFT HAD BEEN 'WRITTEN' UP FOR ERRONEOUS VOR INDICATIONS. THE PROBLEM WAS CORRECTED AND SIGNED OFF BY A COMPANY MECH.
