Narrative:
While on final approach, visual, MEL flight test, simulated engine out. Unicom radio call was heard 'helicopter lifting off gallenstein wbound.' excited voice of pilot. Helicopter was already airborne almost underneath us on 1 mi final runway 24 at I77. Helicopter then followed over airport to southeast in violation of procedures established by local FSDO. FSDO and FAA glr permitted establishment of this commercial heliport without proper circularization and in disregard of airport pilot's concern. Procedures were established by FSDO and had been well followed with wbound departures on a limited basis. Recently, operations increased, many different pilots and helicopters departing sbound over apt with apparent disregard for unicom announced final approach IFR and VFR traffic. Potential for collision and distraction of both pilots increasing -- heliport-commercial, too close (1 mi) approach end runway 24 at blue ash airport.

Title: PLT OF SMA ON APCH FOR LNDG AT UNCTLED ARPT COMPLAINS OF HELI TKOF AND DEP FROM NEARBY HELIPORT.
Narrative: WHILE ON FINAL APCH, VISUAL, MEL FLT TEST, SIMULATED ENG OUT. UNICOM RADIO CALL WAS HEARD 'HELI LIFTING OFF GALLENSTEIN WBOUND.' EXCITED VOICE OF PLT. HELI WAS ALREADY AIRBORNE ALMOST UNDERNEATH US ON 1 MI FINAL RWY 24 AT I77. HELI THEN FOLLOWED OVER ARPT TO SE IN VIOLATION OF PROCS ESTABLISHED BY LCL FSDO. FSDO AND FAA GLR PERMITTED ESTABLISHMENT OF THIS COMMERCIAL HELIPORT WITHOUT PROPER CIRCULARIZATION AND IN DISREGARD OF ARPT PLT'S CONCERN. PROCS WERE ESTABLISHED BY FSDO AND HAD BEEN WELL FOLLOWED WITH WBOUND DEPS ON A LIMITED BASIS. RECENTLY, OPS INCREASED, MANY DIFFERENT PLTS AND HELIS DEPARTING SBOUND OVER APT WITH APPARENT DISREGARD FOR UNICOM ANNOUNCED FINAL APCH IFR AND VFR TFC.
