Narrative:
We crossed the locke intersection at 13000 instead of 11000 as assigned. We were given verbal warning to expect to cross locke at 11000 MSL then we were assigned to cross locke at 11000 MSL. The captain didn't increase his rate of descent to make the crossing at the assigned altitude. I read the distance to go to him and he acknowledged distance and altitude. He simply didn't comply in time. This is probably the 4TH report of a busted crossing altitude I've written on this captain in 1 yr. There just doesn't seem to be any sense of urgency in him about making these restrictions. He is the most senior captain in an 11 person flight department so he never psychologically has to be a copilot subject to advice. ATC never mentions these missed restrictions. There has never been an investigation of these missed restrictions. But it sure is sloppy flying. And I'm beginning to wonder if they are important.

Title: INTXN XING RESTRICTION NOT MET BY CAPT FLYING CPR JET.
Narrative: WE CROSSED THE LOCKE INTXN AT 13000 INSTEAD OF 11000 AS ASSIGNED. WE WERE GIVEN VERBAL WARNING TO EXPECT TO CROSS LOCKE AT 11000 MSL THEN WE WERE ASSIGNED TO CROSS LOCKE AT 11000 MSL.
