Narrative:

I observed a target in R6404 sbound which appeared that it would conflict with my traffic in the corridor between the ranges (R6404 and R6406). I called clover (the military range control agency) to alert them to the situation, but it was too late as separation was already lost between the target (later idented as fgt Y) and small transport X. I then told the clover controller to have the aircraft turn right and climb immediately, but got no acknowledgement. The aircraft descended and turn left which caused a loss of separation with large transport Z before returning to the range airspace. Recommendation: slc arrs and departures are worked simultaneously in an airspace corridor that is only 13 mi wide and bounded by restr airspace to the north and south. A STAR is in place and a SID is being tested. The SID calls for departures to fly the slc 056 radial. This puts aircraft too close to restr airspace as they go further and further west of slc VORTAC (70-90 mi). Major changes need to be made in traffic patterns, departure gates/procedures and/or the confign of airspace released to the military.

Title: FGT SPILLED OUT OF RESTR AREA AND GOT IN CLOSE PROX TO 2 ACR ACFT CAUSING POTENTIAL CONFLICT/LTSS.

Narrative: I OBSERVED A TARGET IN R6404 SBOUND WHICH APPEARED THAT IT WOULD CONFLICT WITH MY TFC IN THE CORRIDOR BTWN THE RANGES (R6404 AND R6406). I CALLED CLOVER (THE MIL RANGE CTL AGENCY) TO ALERT THEM TO THE SITUATION, BUT IT WAS TOO LATE AS SEPARATION WAS ALREADY LOST BTWN THE TARGET (LATER IDENTED AS FGT Y) AND SMT X. I THEN TOLD THE CLOVER CTLR TO HAVE THE ACFT TURN R AND CLB IMMEDIATELY, BUT GOT NO ACKNOWLEDGEMENT. THE ACFT DSNDED AND TURN L WHICH CAUSED A LOSS OF SEPARATION WITH LGT Z BEFORE RETURNING TO THE RANGE AIRSPACE. RECOMMENDATION: SLC ARRS AND DEPS ARE WORKED SIMULTANEOUSLY IN AN AIRSPACE CORRIDOR THAT IS ONLY 13 MI WIDE AND BOUNDED BY RESTR AIRSPACE TO THE N AND S. A STAR IS IN PLACE AND A SID IS BEING TESTED.
