Narrative:
The first officer was operating the autoplt and I was working the radios and FMC. After departure from dtw and upon contacting ZOB, we were cleared to climb to FL270 direct fnt direct grb flight plan route. We were then cleared to FL330 then FL370, each clearance being verified, respectively, by me on frequency 127.7. We then contacted ZOB on frequency 133.87. Approaching FL270 as we were passing over fnt VOR, we got a TCASII TA at 1 O'clock (amber). We also obtained a visual contact. We then received the TCASII RA to reduce climb with all of the proper indications on our ivsi. The target was now at 12 O'clock less than 2 mi and +800 ft vertical separation. We leveled off at FL270, informed ZOB of our TCASII alert and resolution, and inquired about the traffic. They said that air carrier Y was at FL280 and that we had only been cleared to FL270. I then informed them of our previous clearance to FL370. They rogered and they later thanked us for our help and cleared us up to FL390. The cause of the situation was the probable failure of the first controller to pass on our cleared altitude of FL370 to the second controller. I believe that I had stated on my initial contact our intended altitude of the clearance. The TCASII both alerted us and gave us the proper resolution. Supplemental information from acn 196919: we were then switched to ZOB on 133.87, checked in notifying them we were climbing to FL370. They acknowledged. Passing over fnt approaching FL270 we got a TCASII TA at 1 O'clock yellow, then 'reduce climb' RA. We leveled at FL270. TCASII indicated +800 ft separation at 1 1/2 mi on the nose. During the TCASII advisories we acquired the traffic visually. We informed ATC of the traffic and the TCASII alert. They said we were only cleared to FL270.

Title: ACR X HAD LTSS FROM ACR Y. TCASII RA EVASIVE ACTION TAKEN. SYS ERROR.

PASSING OVER FNT APCHING FL270 WE GOT A TCASII TA AT 1 O'CLOCK YELLOW, THEN 'REDUCE CLB' RA. WE LEVELED AT FL270. TCASII INDICATED +800 FT SEPARATION AT 1 1/2 MI ON THE NOSE. DURING THE TCASII ADVISORIES WE ACQUIRED THE TFC VISUALLY. WE INFORMED ATC OF THE TFC AND THE TCASII ALERT. THEY SAID WE WERE ONLY CLRED TO FL270.
