Narrative:
Air carrier X checked in our mmzt frequency 128.3 about 10 NM north of tijuana, mexico VOR and called passing FL260 for FL330. The controller repled 'radar contact report level FL330.' about 2 mins later, when established on J1, we noticed a target on the TCASII at 12 O'clock, 12-15 mi and approximately FL295, descending. We switched to the 10 mi scale as the target turned yellow and we received a TA warning. Our approximately altitude was FL280 at that time. I began a level off and turn to the left to avoid the traffic when we received a RA to descend. I pulled the power off to idle, turned more to the left and pushed the yoke forward to expedite our descent. The traffic passed by at that time, 1 1/4 mi to our right and at our exact altitude FL286. We did not see the aircraft visually only on the TCASII. We reported the near miss to the controller and he gave us the impression that he thought that we were at FL330. While maneuvering to avoid the other aircraft we descended to FL272 and turned 2-3 degrees left of the J1 airway. The other aircraft involved was cpr Y.

Title: ACR X TCASII RA HAD LTSS FROM CPR Y IN FOREIGN AIRSPACE. EVASIVE ACTION TAKEN.
Narrative: ACR X CHKED IN OUR MMZT FREQ 128.3 ABOUT 10 NM N OF TIJUANA, MEXICO VOR AND CALLED PASSING FL260 FOR FL330. THE CTLR REPLED 'RADAR CONTACT RPT LEVEL FL330.' ABOUT 2 MINS LATER, WHEN ESTABLISHED ON J1, WE NOTICED A TARGET ON THE TCASII AT 12 O'CLOCK, 12-15 MI AND APPROX FL295, DSNDING. WE SWITCHED TO THE 10 MI SCALE AS THE TARGET TURNED YELLOW AND WE RECEIVED A TA WARNING. OUR APPROX ALT WAS FL280 AT THAT TIME. I BEGAN A LEVEL OFF AND TURN TO THE L TO AVOID THE TFC WHEN WE RECEIVED A RA TO DSND. I PULLED THE PWR OFF TO IDLE, TURNED MORE TO THE L AND PUSHED THE YOKE FORWARD TO EXPEDITE OUR DSCNT. THE TFC PASSED BY AT THAT TIME, 1 1/4 MI TO OUR R AND AT OUR EXACT ALT FL286. WE DID NOT SEE THE ACFT VISUALLY ONLY ON THE TCASII. WE RPTED THE NEAR MISS TO THE CTLR AND HE GAVE US THE IMPRESSION THAT HE THOUGHT THAT WE WERE AT FL330. WHILE MANEUVERING TO AVOID THE OTHER ACFT WE DSNDED TO FL272 AND TURNED 2-3 DEGS L OF THE J1 AIRWAY. THE OTHER ACFT INVOLVED WAS CPR Y.
