Narrative:

We were level at 11000. A departing aircraft was climbing to 10000. When other aircraft (departing aircraft) was at 9000 we had a TCASII TA. Shortly thereafter we had a TCASII RA to climb 3000 FPM. We followed the RA and climbed to about 11400. Other (departing) aircraft leveled at 10000. Rules and regulations required us to follow the RA unless an emergency would be the result. This was an unnecessary. TA/RA and climb we left our altitude unnecessarily. Some day these erroneous TCASII maneuvers will cause an accident between 2 aircraft.

Title: ACR MLG ALTDEV IN RESPONSE TO TCASII RA.
