Narrative:
We were approaching fourt intersection (where a 40 degree left turn is required), and descending to 10000 ft at 250 KTS in IMC. About a mi from fourt we got a 'traffic' alert from TCASII and observed (on the TCASII screen) an aircraft approaching from the right front about 2000 ft below and climbing rapidly. About that time TRACON issued us a TA for that aircraft which was cleared to 9000 ft. A few seconds later, just as we reached fourt and leveled at 10000 ft, TCASII issued a RA for that traffic, which called for us to climb at 2000 FPM. We climbed immediately straight ahead to 10500 and advised approach. In performing the evasive maneuver we flew 4-5 mi past fourt and while descending back down to 10000 ft approach gave us our 40 degree left turn. Several problems came to light in this situation: TRACON and we expected the rapidly climbing traffic to level off 1000 ft below us at 9000 ft, but TCASII didn't know that. TRACON did not expect us to follow the TCASII RA because we had been warned of the approaching traffic. This is in contradiction to company policy; after all, that aircraft might not have stopped climbing at the assigned altitude. The distraction and surprise of receiving a RA and the necessity to fly a precisely monitored vertical profile, occurring as it did right over fourt, caused all 3 of us to miss the waypoint passage and the course change.
Original NASA ASRS Text
Title: TFC CALLED. TCASII RA. EVASIVE ACTION CLB. ALTDEV.
Narrative: WE WERE APCHING FOURT INTXN (WHERE A 40 DEG L TURN IS REQUIRED), AND DSNDING TO 10000 FT AT 250 KTS IN IMC. ABOUT A MI FROM FOURT WE GOT A 'TFC' ALERT FROM TCASII AND OBSERVED (ON THE TCASII SCREEN) AN ACFT APCHING FROM THE R FRONT ABOUT 2000 FT BELOW AND CLBING RAPIDLY. ABOUT THAT TIME TRACON ISSUED US A TA FOR THAT ACFT WHICH WAS CLRED TO 9000 FT. A FEW SECONDS LATER, JUST AS WE REACHED FOURT AND LEVELED AT 10000 FT, TCASII ISSUED A RA FOR THAT TFC, WHICH CALLED FOR US TO CLB AT 2000 FPM. WE CLBED IMMEDIATELY STRAIGHT AHEAD TO 10500 AND ADVISED APCH. IN PERFORMING THE EVASIVE MANEUVER WE FLEW 4-5 MI PAST FOURT AND WHILE DSNDING BACK DOWN TO 10000 FT APCH GAVE US OUR 40 DEG L TURN. SEVERAL PROBLEMS CAME TO LIGHT IN THIS SITUATION: TRACON AND WE EXPECTED THE RAPIDLY CLBING TFC TO LEVEL OFF 1000 FT BELOW US AT 9000 FT, BUT TCASII DIDN'T KNOW THAT. TRACON DID NOT EXPECT US TO FOLLOW THE TCASII RA BECAUSE WE HAD BEEN WARNED OF THE APCHING TFC. THIS IS IN CONTRADICTION TO COMPANY POLICY; AFTER ALL, THAT ACFT MIGHT NOT HAVE STOPPED CLBING AT THE ASSIGNED ALT. THE DISTR AND SURPRISE OF RECEIVING A RA AND THE NECESSITY TO FLY A PRECISELY MONITORED VERT PROFILE, OCCURRING AS IT DID RIGHT OVER FOURT, CAUSED ALL 3 OF US TO MISS THE WAYPOINT PASSAGE AND THE COURSE CHANGE.
