Narrative:
After takeoff, raised landing gear, aircraft will not pressurize, followed cockpit operating manual procedure. Found spoiler control circuit breaker out, attempted 1 reset. Declared emergency. Spoiler deployed light came on with flaps 40 degree, executed go around. Note: per cockpit operating manual procedure, spoilers were not armed. Returned for another approach. Spoiler deployed light came on again as flaps went through 40 degree to 50 degree. Lead flight attendant was briefed. Cabin oxygen system was selected to manual per lead flight attendant request. A PA announcement was made to inform the passengers. The emergency equipment was called in. Suspect icing on ground shift mechanism and probably on spoiler control cables/valves. In addition, the aircraft arrived with the elevator power on light on and was deferred. The light was out during my flight. Previous crew suspected deicing fluid/ice as the cause of the problem. Also, the fuelers had problems during autofill of main tanks. Maintenance transferred fuel from center tank to main tanks. It may have been ice.

Narrative: AFTER TKOF, RAISED LNDG GEAR, ACFT WILL NOT PRESSURIZE, FOLLOWED COCKPIT OPERATING MANUAL PROC. FOUND SPOILER CTL CIRCUIT BREAKER OUT, ATTEMPTED 1 RESET. DECLARED EMER. SPOILER DEPLOYED LIGHT CAME ON WITH FLAPS 40 DEG, EXECUTED GAR. NOTE: PER COCKPIT OPERATING MANUAL PROC, SPOILERS WERE NOT ARMED. RETURNED FOR ANOTHER APCH. SPOILER DEPLOYED LIGHT CAME ON AGAIN AS FLAPS WENT THROUGH 40 DEG TO 50 DEG. LEAD FLT ATTENDANT WAS BRIEFED. CABIN OXYGEN SYS WAS SELECTED TO MANUAL PER LEAD FLT ATTENDANT REQUEST. A PA ANNOUNCEMENT WAS MADE TO INFORM THE PAXS. THE EMER EQUIP WAS CALLED IN. SUSPECT ICING ON GND SHIFT MECHANISM AND PROBABLY ON SPOILER CTL CABLES/VALVES. IN ADDITION, THE ACFT ARRIVED WITH THE ELEVATOR PWR ON LIGHT ON AND WAS DEFERRED. THE LIGHT WAS OUT DURING MY FLT. PREVIOUS CREW SUSPECTED DEICING FLUID/ICE AS THE CAUSE OF THE PROBLEM. ALSO, THE FUELERS HAD PROBLEMS DURING AUTOFILL OF MAIN TANKS. MAINT TRANSFERRED FUEL FROM CENTER TANK TO MAIN TANKS. IT MAY HAVE BEEN ICE.
