Narrative:
Over the city of blue springs called 'east kansas city unicom...this is twin xx... What is your active runway?' received no response -- which is not unusual. Since wind was the same as when I departed, I decided that it was likely that they were still using runway 9. Turned right base (going northbound) and called east kansas city traffic -- right base for niner -- full stop -- east kansas city. Looked for traffic. Saw nothing. Turned right and called east kansas city traffic. Xx on short final for niner, full stop east kansas city. Runway is 3000 ft. Landed within the first 1000 ft. Looked up from end of runway and saw a high wing small aircraft with full flaps approaching for landing on 27. At this point my speed had dissipated such that with full flaps, a full load of fuel, and 4 persons aboard I didn't feel it was safe to try to take off again. I was hoping that the other aircraft would see me and add power and go around. He kept descending and it was getting closer and closer. I was getting very anxious and felt that if I added power we would surely collide. I moved to the right extreme of the runway, planning to leave the runway into the rough if need be to avoid a collision. The other aircraft descended to the point where he either touched the mains or was just about to. He saw me then added power climbed over and to the right of me. I cleared the runway, pulled up in front of my hangar and unloaded my passengers. I looked out over the airport, across the highway on the fairway of the golf course, rested a pink small aircraft. I saw some activity around the plane. It then taxied eastward on the fairway and took off toward the west. It made a steep turn and landed on 9 and taxied up to the pumps. I said good-bye to my friends and drove up to the gas pumps. The small aircraft had a big dent in the right cowl and dents in the leading edges of each wing. There was several people standing around. Pilot came up to me with a hood in his hand. I asked him who had been flying the plane and he acknowledged that he had been. Pilot was my instructor for my instrument ticket. He has a real temper and I expect that if he felt that he was in the right, he would have told me in no uncertain terms. Instead he was real subdued. I said I am real sorry if I have done anything wrong but this is what happened. He said something to the effect that he had not heard any of my radio transmissions and that sometimes these things just happen to which I agreed. We were just all happy that no one had been injured. I believe that pilot was giving IFR instruction to a student and was monitoring the student and simply didn't see me. Pilot is a bit hard of hearing and either had the volume down to talk to the student or just didn't hear my transmissions in the noisy environment.

TURNED R BASE (GOING NBOUND) AND CALLED E KANSAS CITY TFC -- R BASE FOR NINER -- FULL STOP -- E KANSAS CITY. LOOKED FOR TFC. SAW NOTHING. TURNED R AND CALLED E KANSAS CITY TFC. XX ON SHORT FINAL FOR NINER, FULL STOP E KANSAS CITY. RWY IS 3000 FT. LANDED WITHIN THE FIRST 1000 FT. LOOKED UP FROM END OF RWY AND SAW A HIGH WING SMA WITH FULL FLAPS APCHING FOR LNDG ON 27. AT THIS POINT MY SPD HAD DISSIPATED SUCH THAT WITH FULL FLAPS, A FULL LOAD OF FUEL, AND 4 PERSONS ABOARD I DIDN'T FEEL IT WAS SAFE TO TRY TO TAKE OFF AGAIN. I CLRED THE RWY, PULLED UP IN FRONT OF MY HANGAR AND UNLOADED MY PAXS. I LOOKED OUT OVER THE ARPT, ACROSS THE HIGHWAY ON THE FAIRWAY OF THE GOLF COURSE, RESTED A PINK SMA. I SAW SOME ACTIVITY AROUND THE PLANE. IT THEN TAXIED EASTWARD ON THE FAIRWAY AND TOOK OFF TOWARD THE W. IT MADE A STEEP TURN AND LANDED ON 9 AND TAXIED UP TO THE PUMPS. I SAID GOOD-BYE TO MY FRIENDS AND DROVE UP TO THE GAS PUMPS. THE SMA HAD A BIG DENT IN THE R COWL AND DENTS IN THE LEADING EDGES OF EACH WING. THERE WAS SEVERAL PEOPLE STANDING AROUND.
