Narrative:
On flight (cle to dca) I did the after takeoff checklist and determined that the #2 engine driven hydraulic pump had failed. After doing all the checklists involved, I landed back at cle on runway 23L with a crosswind and in a driving snowstorm. Some minor damage was done to the landing gear doors due to improper installation of a spacer on the gear doors. No one was injured and captain's emergency authority not used.
