Narrative:

In cruise at 28000 ft TCASII gave a TA followed by an RA and a descend command. We descended 600 ft below assigned altitude and received a 'clear of conflict', and resumed altitude, notified ATC. The other aircraft (an airliner) was descending to 29000 ft, (1000 ft above us) which caused the RA. TCASII has no way of knowing the other aircraft will level off above which causes this situation.

Title: TCASII RA CREATES AN ALTDEV ALT EXCURSION BY PIC IN PLT RESPONSE TO ANOTHER ACFT IN DSCNT PROC AND HIGH DSCNT RATE AND ALTDEV ALT OVERSHOOT.

Narrative: IN CRUISE AT 28000 FT TCASII GAVE A TA FOLLOWED BY AN RA AND A DSND COMMAND. WE DSNDED 600 FT BELOW ASSIGNED ALT AND RECEIVED A 'CLR OF CONFLICT', AND RESUMED ALT, NOTIFIED ATC. THE OTHER ACFT (AN AIRLINER) WAS DSNDING TO 29000 FT, (1000 FT ABOVE US) WHICH CAUSED THE RA. TCASII HAS NO WAY OF KNOWING THE OTHER ACFT WILL LEVEL OFF ABOVE WHICH CAUSES THIS SITUATION.
