Narrative:
Air carrier X was climbing to FL350. Air carrier Y was level FL330. As air carrier X climbed through FL340 his climb slowed. Air carrier Y was turned and then later cleared to FL310 to provide separation. Air carrier Y was 200 mi south of air carrier X when air carrier X's clearance was changed from FL310 to FL350 and air carrier Y was deemed to be no factor. Supplemental information from acn 200255. Air carrier X was climbing sbound to FL350. At FL340 he slowed his rate of climb to aircraft limitations and WX. This brought air carrier Y into conflict at FL330. A turn was issued to air carrier Y and then descent to FL310. A report out of FL325 was requested and received from air carrier Y. This was intended to give us vertical separation but we only had 1800 ft according to the computer readout. At the time of the occurrence I felt I had separation.

Title: CTLR MISJUDGED DISTANCE BTWN ACFT AND CLBS ACR THROUGH ALT OF ANOTHER ACR RESULTING IN LTSS.
Narrative: ACR X WAS CLBING TO FL350. ACR Y WAS LEVEL FL330. AS ACR X CLBED THROUGH FL340 HIS CLB SLOWED. ACR Y WAS TURNED AND THEN LATER CLRED TO FL310 TO PROVIDE SEPARATION. ACR Y WAS 200 MI S OF ACR X WHEN ACR X'S CLRNC WAS CHANGED FROM FL310 TO FL350 AND ACR Y WAS DEEMED TO BE NO FACTOR. SUPPLEMENTAL INFO FROM ACN 200255. ACR X WAS CLBING SBOUND TO FL350. AT FL340 HE SLOWED HIS RATE OF CLB TO ACFT LIMITATIONS AND WX. THIS BROUGHT ACR Y INTO CONFLICT AT FL330. A TURN WAS ISSUED TO ACR Y AND THEN DSCNT TO FL310. A RPT OUT OF FL325 WAS REQUESTED AND RECEIVED FROM ACR Y. THIS WAS INTENDED TO GIVE US VERT SEPARATION BUT WE ONLY HAD 1800 FT ACCORDING TO THE COMPUTER READOUT. AT THE TIME OF THE OCCURRENCE I FELT I HAD SEPARATION.
