Narrative:
Inbound ILS runway 4 at houston. At the OM, captain and first officer ILS (localizer and GS) needles fluctuated in opposite directions (1 1/2 dots). Tower called us drifting to the north of the localizer. First officer made PA to 'secure hand held telephones.' first officer switched to VOR which showed on course to field and above MDA. 10-15 seconds after PA, captain's ILS needles returned to normal. Uneventful landing made at houston.

Narrative: INBOUND ILS RWY 4 AT HOUSTON. AT THE OM, CAPT AND FO ILS (LOC AND GS) NEEDLES FLUCTUATED IN OPPOSITE DIRECTIONS (1 1/2 DOTS). TWR CALLED US DRIFTING TO THE N OF THE LOC. FO MADE PA TO 'SECURE HAND HELD TELEPHONES.' FO SWITCHED TO VOR WHICH SHOWED ON COURSE TO FIELD AND ABOVE MDA. 10-15 SECONDS AFTER PA, CAPT'S ILS NEEDLES RETURNED TO NORMAL.
