Narrative:
On descent from 7000 ft to 4000 ft for ILS runway 19L controller instructed us to expedite descent through 5000 ft. Expedited but then got TCASII RA 'climb' about 5200 ft. Climbed briefly and 2 aircraft in formation went under us about 200 ft below. One was an old MTR small transport, other not idented as to type. Understand these were VFR aircraft not communicating with coast approach. A TCA is needed at sna!!

Narrative: ON DSCNT FROM 7000 FT TO 4000 FT FOR ILS RWY 19L CTLR INSTRUCTED US TO EXPEDITE DSCNT THROUGH 5000 FT. EXPEDITED BUT THEN GOT TCASII RA 'CLB' ABOUT 5200 FT.
