Narrative:
With descent clearance to 16000 ft controller gave us traffic information a couple of times. First officer unable to acknowledge because of usual frequency congestion. I did not see traffic. I heard a clearance to level at 17000 ft but did not hear who clearance was for. First officer unable to clarify because of frequency congestion. I said I'd level at 17000 until we could sort it out. At 17300 ft TCASII gave a RA to climb. I added power and went from shallow descent to about 1500 FPM climb then RA went away and resumed descent towards 17000 ft. First officer told controller we had a TCASII event. Controller responded in a defensive, hostile manner, saying he'd issued TAS 2 or 3 times. First officer responded about the frequency congestion and unable to acknowledge.

Narrative: WITH DSCNT CLRNC TO 16000 FT CTLR GAVE US TFC INFO A COUPLE OF TIMES. FO UNABLE TO ACKNOWLEDGE BECAUSE OF USUAL FREQ CONGESTION. I DID NOT SEE TFC. I HEARD A CLRNC TO LEVEL AT 17000 FT BUT DID NOT HEAR WHO CLRNC WAS FOR. FO UNABLE TO CLARIFY BECAUSE OF FREQ CONGESTION. I SAID I'D LEVEL AT 17000 UNTIL WE COULD SORT IT OUT. AT 17300 FT TCASII GAVE A RA TO CLB. I ADDED PWR AND WENT FROM SHALLOW DSCNT TO ABOUT 1500 FPM CLB THEN RA WENT AWAY AND RESUMED DSCNT TOWARDS 17000 FT. FO TOLD CTLR WE HAD A TCASII EVENT. CTLR RESPONDED IN A DEFENSIVE, HOSTILE MANNER, SAYING HE'D ISSUED TAS 2 OR 3 TIMES. FO RESPONDED ABOUT THE FREQ CONGESTION AND UNABLE TO ACKNOWLEDGE.
