TCASII gave a TA by a RA to climb; we climbed 600 ft to 29600 ft. Aircraft went under us. He was at 28500 ft. Spanish ATC notified.

Title: ACR WDB IN FOREIGN AIRSPACE HAD A TCASII COMMAND TO CLB. THE ACR CLBED 600 FT TO AVOID ACFT 1100 FT BELOW. ATC DID NOT ANNOUNCE THE OTHER ACFT AND APPARENTLY DID NOT SEE IT. ASSIGNED ALT WAS RESUMED.
