Narrative:
Facility operations policy calls for VFR aircraft in contact with sac approach to pass over mcclellan AFB air traffic area at or above 2600 ft. Small transport X departed mhr AFB after a low approach to runway 4 with a left turn approved by the radar controller. His intentions were to return to smf VFR. I was on the landline to another controller when small transport X checked in off mhr and did not hear the communications between the radar controller and the pilot. I expected small transport X to do a left 45 degree departure and climb to 2600. The pilot made a left 90 degree turn and climbed to 1500. I was distracted with other duties (coordinating a runway change at mhr). Small transport X entered mcc air traffic area at 1500 ft and passed 2 mi south of mcc airport. As soon as I saw the occurrence, I called mcc tower and told them about traffic. They had an light transport Y in the VFR pattern who came within 1/2 mi of small transport X and filed a near miss report. I feel that the occurrence could have been avoided if the radar controller had climbed small transport X to 2600 ft or brought it to my attention that he was not climbing. Title: SMT IS CLRED INTO AN ATA WITHOUT PRIOR AUTHORIZATION WITH TWR AND COMES IN CLOSE PROX TO ANOTHER ACFT IN TFC PATTERN. SYS DEV.
Narrative: FACILITY OPS POLICY CALLS FOR VFR ACFT IN CONTACT WITH SAC APCH TO PASS OVER MCCLELLAN AFB ATA AT OR ABOVE 2600 FT. I FEEL THAT THE OCCURRENCE COULD HAVE BEEN AVOIDED IF THE RADAR CTLR HAD CLBED SMT X TO 2600 FT OR BROUGHT IT TO MY ATTN THAT HE WAS NOT CLBING.
