Narrative:
Chicago approach told us to reduce to 170 KTS to the marker (OM) 22R. 3 mi from marker (OM) we were gaining on air carrier medium large transport ahead. TCASII showed him inside 3 mi and closing. First officer reduced to 140 KTS which was other air carrier's medium large transport approach speed. Chicago approach asked what our approach speed was and we replied 140 KTS. The controller angrily said pick up speed to 170 KTS that was your instructed speed. TCASII showed 3 mi spacing ahead and no aircraft behind us. The reason for the speed reduction was the aircraft less than 3 mi ahead and distance was closing. There was a question of 'safety' in the captain's judgement.

FO REDUCED TO 140 KTS WHICH WAS OTHER ACR'S MLG APCH SPD. CHICAGO APCH ASKED WHAT OUR APCH SPD WAS AND WE REPLIED 140 KTS. THE CTLR ANGRILY SAID PICK UP SPD TO 170 KTS THAT WAS YOUR INSTRUCTED SPD. TCASII SHOWED 3 MI SPACING AHEAD AND NO ACFT BEHIND US. THE REASON FOR THE SPD REDUCTION WAS THE ACFT LESS THAN 3 MI AHEAD AND DISTANCE WAS CLOSING. THERE WAS A QUESTION OF 'SAFETY' IN THE CAPT'S JUDGEMENT.
